The object of the Bill is to provide for the Office of the Chief Government Valuer to undertake statutory valuations; to establish the Institute of Certified Valuers of Uganda and the Council as its governing body: to provide for membership of the Institute, to regulate practicing valuation; to provide for Professional Code of Ethics for certified valuers and practicing valuers; to provide for reconciliation of valuations; to provide for offences and penalties relating to valuate on; to provides for general rules of valuation including purposes of valuation and valuation standards; to amend the Surveyors Registration Act, Cap. 303, and for related matters

The Committee on Physical Infrastructure reviewed the Valuation Bill, 2024, which seeks to regulate valuation practice in Uganda by establishing the Institute of Certified Valuers, strengthening oversight, defining standards, and clarifying statutory and professional roles. It recommends passing the Bill with amendments to remove ambiguities, harmonize provisions, and strengthen enforcement and accountability.
